In fact, you can, and it's been done. Germany, Japan, Israel and the US, for starters.

With respect to Germany and Japan, the US invested seven years of post-WWII effort to construct democratic capitalistic states upon the remains of two countries that were neither democratic nor capitalistic before we blasted them with superior military might.

Israel, of course, has been fighting for its survival every day since its founding in 1948. The never-ending threat to Israel comes from those freedom-hating muslims who show zero willingness to co-exist peacefully with anyone, including each other.</description>
